Ranchi Board Exams Disrupted by Campaign Noise: Students Demand Action

Ranchi: With board examinations underway, students say relentless campaign vehicles, DJs and late-night loudspeakers are disrupting study schedules and affecting concentration at a crucial time.Ananya Sinha, a Class 12 CBSE student from Lalpur, said, “Campaign vehicles with loudspeakers keep passing through our area almost the entire day. It becomes very stressful.”

Shalini Kumari, a Class 10 JAC examinee, said, “Exams are on, but announcements and music from nearby events at night disturb sleep. It becomes difficult to concentrate the next day.”Ranchi DC Manjunath Bhajantri directed officials to ensure compliance with noise pollution norms mandated by the Jharkhand high court, especially during the ongoing CBSE, ICSE and JAC board exams.“This is a sensitive period for children. There should be strict control on loudspeakers at least during board exams,” said Renu Verma, whose daughter is appearing for ICSE exams.The administration warned that strict action will be taken against election campaign vehicles, candidates, bar and restaurant operators and event organisers if sound levels exceed the prescribed decibel limits. This may include seizure of vehicles or equipment, fines and other legal proceedings under the Noise Pollution Rules, 2000, and relevant sections of law.

The administration also appealed to all political parties, organisers and citizens to act responsibly and maintain a peaceful environment during the examination period. Complaints can be lodged at local police stations, the SDO office or the district control room (9430328080).As per the Noise Pollution Rules, 2000, permissible limits are 55 dB(A) by day and 45 dB(A) at night in residential areas, and 65/55 dB(A) in commercial zones. Loudspeakers are banned between 10 pm and 6 am without written permission. Public announcements cannot exceed ambient standards by 10 dB(A) or 75 dB(A), whichever is lower, and private premises cannot raise peripheral noise beyond 5 dB(A).
